Strange insect on my basil plant

Recently I've found these insects on my basil plant :/ and I've tried reading up and googling what these might be but I've had no luck. Anyone can help me to identify these insects?

They are brown and look a little like moths.

I live in Singapore btw, and it gets pretty humid here and rains often too.

It looks like a leafhopper of some sort.

Hmmm, any idea if they're harmful to the plant?

Yep, I agree.

And yes. They eat them. I don't do anything about them though. There are never enough of them to do enough damage to warrant control. They take a nibble here, a nibble there, and that's pretty much it. Basil grows SO FAST that it usually outgrows the damage they do anyway.
