Herb ID

I am about to rent this house and in the back they have some rosemary and this herb which I cannot put my finger on. It seems familiar; but, I am struggling in identifying it. It has the fuzzy texture of sage and a familiar lemony scent but I don't recognize the leaf shape. Help please.

Where are you? Russian Sage, not a Salvia has similar leaves, blue spike blooms.

I am in Oregon. I was thinking salvia too but the salvia pics I looked up didnt have the edgy leaves nearer the base of the plant. And thr Russian sages pics I saw had much spikier looking leaves than these. Maybe I am looking at the wrong varieties?

I found this local news article from 2009 and the drawing pics look just like the leaves on this plant. I think Russian sage varieties differ some and that is just what this is. Thanks for input!

You will be able to tell when the flowers appear. It is an ornamental but it does attract insects.
