Best Way to Propagate Lavender Plant?

I have a front wire fence I want to line with lavender.
We get some front and snow here what's the best type of lavender.
And what's the best way to propogate it?

For snow country, I think English lavender is best, because more cold hardy.

I don't propagate lavender, just start it from seed. It is a little slow from seed, but not difficult with all you have learned about heat mats, not over watering,etc.!

I have some packets ill see if there the right ones. I picked up some that said they can handle temps down to 0 to 10.
