White fuzzies

I'm picking herbs for tomorrow's market, and came across the white fuzzy on one lemon verbena, and some parsley. Hoping some soapy water in the windex sprayer clears up this annoyance!

Is it mildew? Are you giving them a regular Milk Spray preventive?

Apple, not powdery mildew. This is the white webby stuff on stems and sometimes a white insect about or in the mess. Common, mind blanked on what this annoying thing is! As there is some, need to be vigilant on checking on a regular basis.
