what the heck is on my apple mint plant????

It looks like mint rust to me. That's a fungal disease, so you could treat it by spraying with a solution of milk and water -- 1 part milk to 10 parts water, or for severe problems, up to 1 part milk to 1 part water.
Another good organic fungicide recipe is 1 tablespoon of baking soda and ½ teaspoon of liquid soap to 1 gallon of water. Read the label on the "soap" carefully, to be certain it isn't detergent, which can burn the plant. I use Dr. Bronner's soap for this purpose, but any good Castile soap will work just fine.
