Are basil flowers edible?

Yes! I like to rinse them and toss them on top of salads. They're pretty and quite edible. They have a very mild basil flavor.

I suppose they could be used as a garnish on a plate of cooked food, much in the way parsley is, but I have not done that. :)

Definitely salads. I saw them used as cake garnish -- I think they were Holy (anise) and/or cinnamon basil flowers.
They're pretty floating on surface of soup too. :wink:
