indoor gardner: what should I look for in lighting/lamping?

I live pretty far north, and already want to take my meager grouping of plants away from the windows as tomorrow morning's temp is around 38 f. and my sills are noticably chilly. I'd really, really love to keep heathy herbs handy and alive over the winter, and while my appartment does get the southern sun, I don't think that's enough light if they're not living next to the windows anymore :( .

So I've browsed home-depot and a few fancy garden centers, but want the best for my plants on a budget and was wondering who else had good results with what?

Thankyou for any advice/imput, gardening is a new adventure for me.

Yes, that *is* a little chilly for herbs! :)
