High Desert Native plant ID. Any theories?

Zone 7b altitude 6500 ft.
In the summer I scattered seeds from a "High Desert" native perennial plant mix in a rocky area where little will grow. This is on the side of the hill and the rocks were put there to help with erosion.
By accident, I threw the pack away and need help identifying this plant. I think it is a variety of penstemon but can't be sure. It is about 10 inches across so far.
I have figured out the others.
