New Soil over Old Ivy

Hello - So we just pulled out a bunch of ivy from an area (about 15' x 15')in front of the house. Obviously I don't want the ivy to grow back, but I still want to create a planting bed there (there is a beautiful torrey pine that is at the center of it). Can I put down cover (like newspaper), then top it with topsoil to create a new bed? And could I then plant some native drought tolerants (like iceplant, or native grasses, or succulents?)

Ivy is very hardy and tough to get rid of. But yes, what you are planning should work if you are very thorough about it. Put down a lot of layers of newspaper and/or cardboard and extend it out past where you pulled the ivy from. Water it well and then put down maybe four inches of topsoil and plant into it. And then pull any ivy the second it rears its ugly head!
