As the introduction in the first link says, Penjing is about more than just the tree[s] though and even the criteria for judging the tree differ from bonsai.
One version of the 'Rules of Penjing' is:
Penjing rule #1: Smile! Penjing is an art and a hobby to be enjoyed. When you smile, your mind opens up, you create, and you enjoy!
Penjing rule #2: Don't let anyone make up anymore rules!
Obviously I am kidding about these two but as you have mentioned before enjoying yourself is important,
