Attach lining to wall?

Hi all
I have a lining that needs attaching to wall. Looks like it was done with tape and maybe some form of sealant as well.
Any ideas?

Are you wanting to reattach that plastic to the wall?
Are you the one that put the screws in?
What's the wall behind the lining like?
Where does that spot drain?

yeah, why do you want it lined? I can't tell if there is lining on the bottom or not, but for sure you don't want the bottom lined - anything you plant there will drown, because the water couldn't escape.

Personally, I wouldn't line it, just maybe put some kind of seal coating on the bricks/ stones.
