Penstemons

Hi,
Last June I planted 4 penstemons (red beardtongue) in my garden in NJ. They did great and the foliage remained green through half the winter. At the beginning of spring, I cut them back to 2".
After about a month, only one of them showed new growth so I thought the other 3 were dead and pulled them. I also had gallardias that died over the winter but when I pulled them they came out of the ground easily whereas the penstemons didn't. Should I have given the penstemons more time to sprout new growth?

Should I have given the penstemons more time to sprout new growth?
I always leave my victims alone until I am certain that they are dead. I have a few things in pots right now that are looking pretty bad but I am not going to disturb them just yet.
