We had a couple days of heavy rain and I've noticed a few white powedery areas on some leafs. I read they should be removed.
The cucumber leafs are pretty big! (Spacemaster bush in a hanging pot). Where do I cut them? Just at the base of the leaf or down the stem near the soil?

Gardening is generally not as technical as many would make it. I have never considered where or how to remove a cucumber or squash leaf. Just snip or pinch where ever feels right to you. There are many correct approaches to solving most gardening issues.
If you are seeing powdery mildew, which is what this sounds like, dust the plant with some sulfur or use other remedy for powdery mildew. It is pretty easy to discourage when just getting established, but you don't want to let powdery mildew infestation to get too well established before applying some remedy.
