when to fertilize parlor palm?
I have a smaller parlor palm and I have heard from some people not to fertilize it during certain times of the year?...I live in zone 5-6 if that matters

Zone doesn't matter since you presumably have it inside, since it's a tropical used as a houseplant in our zones. I'm in zone 6 and I have already brought mine in for the winter.
If the soil/ potting mix does not have fertilizer in it, I would fertilize once a month in the spring and summer with balanced fertilizer but only once more between now and spring.
I use potting soil with the slow release Miracle Gro in it, so I really don't fertilize mine, just change out the potting soil in the spring so it has fresh MG.
