I have a Habanero plant in a properly set up 5 gallon bucket. My mix is soil, compost, peat moss and perilite. I bought the plant from Wal mart about 2 months ago. It was in a grow cup that you can just plant in your medium. My problem is that the plant hasnt grown but maybe a few inches since I potted it. It has full sun and is watered regularly. I use a Manure Tea to feed it.
What is wrong here?

Those peat pots are notorious for NOT breaking down as advertised. It's very likely that your plant's roots are all bound up in there. Also, if the upper lip of the peat pot is exposed as it seems to be in your photo, it will wick moisture out of the soil. Also, because the unburied portion will remain drier, it will take even longer to break down.
Rather than uprooting the plant, I would hold down the plant around the base and try tearing the top portion of the peat pot off, then feel down into the soil along the side with a finger to break/tear the pot at 3 or 4 locations along the perimeter --I.e. 12, 3, 6, 9 o'clock or 12, 4, 8 o'clock.
