The top basil plant is about a foot and a half to two feet tall, it is growing pretty good but the leaves are kind of dry and arent soft like they used to be, some look like they have rips.

In the middle pot the plants are just not growing as well as the bottom pot, some of the plants in the middle pot look like they are deformed.

The bottom pot seems to be growing great, the leaves are bigger than the big basil plant in the top picture.

Any tips to help my basil reach its potential???

The smallest plants appear to be in a fairly large planter for the plant's size. Letting the soil dry a bit more between waterings might help.

The largest plant may not be getting adequate light, though the plant looks pretty good. I would consider cutting or pinching the plant back to about half its current height and letting fresh growth renew the top of the plant. Perhaps move the plant to a south facing window, with a sheer or other filter to ease the intense level of that light. As an alternative perhaps set the plants outside where they get morning sun, while the weather cooperates.

Those younger plants look exceptional and should give you a steady supply of wonderful basil leaves. The older plant as well, should respond very quickly when you find the right combination of light, water, and pruning.

I have a question regarding the bigger plant. How exactly should I go about cutting it, just take scissors and cut it in half>? and it has been on a south facing balcony should I filter itssunlight and if yes how do I do that?

I always cut just above a set of leaves, but others might have a different spot they cut. Pinching back is the same as cutting with scissors only you use your hand. It requires you to pinch the stem so that it breaks evenly and doesnt't rip up your plant.
