Winesap apple loss

I have a mature, dwarf winesap apple that has produced a great deal of apples over the past 4 or so years. Every one of my apples were removed by animals (not sure if they were squirels or racoons, etc) last year. I decided to place bird netting around the maturing apples approximately 3 weeks ago, however the clever criters still got to all of the apples. There is not a single apple left and no remains of them are seen on the ground beneath the tree. Any suggestions/advice?

My advice is to put up a cone around the tree trunk to prevent something from climbing up the tree,although if any other trees are close to it,something may jump over to get into your apple tree.
