Grapefruit tree leaves are looking wilted

I am not sure the exact name of the grapefruit variety. I know it isn't Ruby Red. It's skin when ripe is yellow on the outside and the inside is white. It is now producing fruit for me, but it seems that all the new leaves look wilted and weak. The fruit also doesn't seem to me as though it will make it to maturity. I fertilized it once a month with 8-3-9. I water it once a week fairly deeply. I also have applied Liquid Copper Fungicide the past two weeks because I'm assuming the leaves look that way because of fungus. My 8 yr old Mango tree was badly infected with fungus. So, I believe this was the source.

Here are some pictures of the tree. It is about 1 and a half years old and has been transplanted from one area in the yard to another about 6 months ago. Is there something wrong with the tree? What can I do? Am I doing something right?

AS YOU CAN SEE, THE OTHER LEAVES SEEM TO BE PERFECTLY HEALTHY

The fruit seem to have what looks like scratches on them. They are only just starting to grow(about 1 inch in diameter). If this helps diagnose the problem, let me know and I will post pics of the fruit as well.
