Plum Tree

Four years ago my red plum tree produced a bumper crop of plums. Since then the production hasn't been enough to feed the birds. What can I do to get this tree back to producing? It is covered with blooms now and has been the last three years. I do all the normal things like prune, mulch, fertilize and water. Is there something else I can do?
