Why my asian pear doesn't want to grow?

Hi there from Italy!
This spring I planted and grafted different cultivars of Asian pear.
All my plants and grafts are growing well except a shinseiki.
This one grew up for a month and stopped.
Other Asian pear did the same but started to grow again 2 weeks ago.
This one has a sort of sack under the apical bud.
I read it is an atomical structure typical of pomacee.
The trunk seems to be covered by a white dust.
According to you is this normal?
What can I do?

Hi hereistay,
I suspect that apical bud has shut down and is turning into a fruit bud, meaning that you've lost your leader.
I would cut back a couple of inches to one of those leaves below. It should induce a shoot growth, giving the leader a growth burst.

Thank you Jona, it's what I was thinking about...
Now we have about 100°F, max T today was 104/105°F.
It's very hot and it will last for all the week and more...is a good idea to cut now or is better to wait lower temperatures?

I would check the state of the other shoots on the tree.
Do you think they have shut down too, or are they still growing?
If they are still growing then I would cut straight away as this would suggest that the bud you cut to would break and start to grow.
If you think they have shut down however, it will not matter if you leave it until the winter months as growth will not take place until next year.

Then I would leave until the winter prune hereistay.
