Avocado tree not growing in height

Hi guys, we have been trying to grow an avocado tree on our balcony but its been growing rather slowly, we live in split croatia where these trees don't usually grow butwe are stil trying, so far its grown nicely but its stopped lately and has been at a similar heigh for over a year now, back in my home country jamaica these trees grow so far and would be alot taller by now. see the attachment of how it looks now, I think the soil is good, we try to give it plant food, here are the types they recommended attached image. any help would be appreciated

First of all, avocados grow and mature really slowly.
A couple questions; where did you get the tree? What do you water with?

In my experience, avocado trees from pits grow a lot slower than those from a store.

Avocado trees are very sensitive to chemicals and stuff like that, so be careful when watering the tree with tap water. What I do is I let tap water sit open for 24 hours or more so that all the chlorine evaporates.
