Where did all my fruit go?

I have an established Naval Orange & Meyer Lemon tree that have been successful in producing fruit; however, for the past two growing cycles, just after the fruit has started to form, they disappear. I keep "bird scare" tape on the trees year-round so I'm confident it's not the birds. I keep a watchful eye after the budding to make sure they fruit but after a week or so, the tiny fruits are all gone! This hasn't happened in past years and am not sure what's changed. I've heard that grasshoppers may be the culprit but I've found no info to support that nor have I caught any lurking nearby. Any ideas?

birds will eat the ripe fruit but they don't usually go after very young fruit. Do you have a dog? My brother's dog would pick the lemons off the tree when she was bored.

No, no dogs. The fruit is so young, they don't even measure 1/4".
