Maybe bud rot? If you are spraying the buds with water or spraying the whole tree with a hose and some water is left on the buds, this could be bud rot.

I'm not watering at all as we are getting rain every few days and good morning dew.. anything I can do to fix this problem so I don't loose my tree?

Hi redruckus,
There are a couple of common causes for bud rot.
Brown rot spores left over from the autumn can be the cause....but that is more common if there are mummified fruit left on the tree. Not likely on such a young tree.
Root problems from over watering. Damage at transplanting etc.
Canker...either ordinary or bacterial. ( if it's the first then die back will be slight.....the latter, fatal),.
Either way...sprays of copper..eg. Bordeaux mixture ..pre- Blossom may help.

Bought some Bordeaux powder and gave the tree a spray down today since it is nice and sunny out... hopefully this works.. I don't want to cut of a graft on a 3 graft tree because it died
