What's wrong with my cherry tree?

I'm completely stumped! My cherry tree has been growing all summer like this, not getting any better or worse. It's not making new growth, it's like it just hit the pause button. I've tried giving it a little more food after its initial feeding I did in the spring. I did a bug spray (forgive me! I really prefer not to use it but I was desperate!) and even tried a fungal spray. Its growing in a pot, so I shaded the pot thinking the roots were cooking, and even set the pot on a wood stand to keep it cool. The leaves get full sunlight from a south facing balcony, only the pot is shaded. I'm stumped. I want to fix what's wrong with it and get it thriving, can anyone help? The other trees are doing great, even my Asian Pear tree. It's just these cherry trees, and the cherry blossom tree a little but ill post that later.

How long has the cherry been in the pot? I'm wondering if it might be root bound.

Can't see the pictures, btw.

Do these work ok?

As for root bound, I haven't ruled that out yet. I bought it this year and reported it right away, so I didn't think it could be that. But then again I think I chose a pot too small, so maybe it quickly re-root bounded.
