Tangerine tree leaves curling up

I planted a tangerine tree about 10 months ago and it's has been growing nicely
but all of a sudden over the last month or so the leaves are all curling. I saw
a web with a bunch of eggs on it, assuming spider but besides that no other
pests. I live in sunny south east Florida and the tree is fed every few months
or so and watered regularly. Not sure what the cause is. I attached some pics.

It looks to me like to MUCH watering.

We'll I haven't actually been watering it lately because its been raining every other day or so.

Check with the extention or the experimental citrus site. I believe the name of the man who runs the experimental site is Ed and he is very knowledgeable about citrus trees, that is his job (collegues from Florida inform me). Citrus is big business in Florida, so the answers should be a phone call or mouse click away. Don't just keep guessing.
