New peach tree owner - why aren't my peaches ripening?

I bought a house with a peach tree, but they aren't ripening. They've been the same size for several weeks now. The tree is about 8 feet tall, with some dead branches. 1/2 of the peaches have tiny spots. 1/2 of the leaves are yellow-orange, but the rest are bright green. No spots on leaves. Haven't seen any bugs. Any advice would be great!

That tree is heavily diseased. Can you give us better pics?

I cant I.D. the diseases on the peaches themselves of the leaves but I can tell you it needs pruned badly in the fall.
