How long prior to planting should I add Lime?

How long prior to planting should I add lime to adjust my soil ph?
How long does it take to have an effect?

Another question is ... What should the soil conditions be when testing the ph levels? Should it be damp etc...?

Please help.

Lime can be applied to the soil anytime to bring ph up.
It's best to incorperate it to a depth of around six inches prior to planting if you can.....and soil samples to test for ph levels need to be from the six inch depth too. ( surface levels can be deceptive through rain wash etc.).
The soil will always incorperate anything better when it is in a damp state as the substance applied will dissolve better.
For testing though it is not so essencial as to the moisture levels as you are going to add the soil to distilled water anyway.
