Cage in the tree with deer netting or chicken wire. Epsom salts are said to be repellent to groundhogs (I haven't tested this personally); you could try spreading some around the tree.

Is the tree susceptible to Electro Conductivity or Sodium Absorption Ratio changes? Epsom Salt can have an impact on the soil chemistry including disrupting any clays and stopping any bio-degradation of organics in the soil. I would recommend caging the tree as a physical barrier and looking into traps if you wish to displace the pests look into traps.
