Peach & Nectarine leaf drop

I have a couple of dwarf peach & nectarine trees. Each June, the leaves begin to turn a light tan color and eventually drop off. There are also webs around the affected area. I have been told I have mites. I sprayed Volck Oil spray during the dormant season and Malathion after I see the damage starting. So far nothing has been effective. Any help would be much appreciated.
