white fungus on nectarine tree

I have some white fungus or powder substance forming on my nectarine tree. went to osh, and an employee said it is the watering, and I have altered my watering patterns, but it is still there. any ideas what it could be? I am located around the bay area in california, but not near the coast.

If that's what it is, you might be able to control it by spraying with a mixture of milk and water. You can do a search and find several discussions about it on the various forums. :)
