Pinch the tops??? (Grape Vine)

Well first post here on this forum, and I'm excited and ready to learn whatever yall can throw at me. I am starting a grape vine this year, have two of them already, one is about 36" tall and the other maybe 24". I pruned them back to one shoot/stem and have them staked every 12" but will change that to 6" here today. I have done tons of searches and I'm not finding how exactly to get the vine to 'split' and run off in two directions. From what I'm hearing you "pinch" the top of it which forces it to run laterally and you prune it from there. What exactly do they mean by pinching, is that just cutting or what? My 36" one is gonna be getting close to the wire where it will split so I wanna figure this out before it gets that far...also what is the lower wire for if the upper one supports the vine? Thanks in advance for the help!
