So far I've given this eureka lemon 3 foliar and 2 in-ground applications of GreenAll Chelated Iron ( 2.00% Urea Nitrogen, 0.10% Copper, 2.5% Iron, 1.00% Manganese, and 2.00% Zinc, all EDTA chelates) over the past 6 weeks or so with no change.
Should I just keep going or is there something I'm missing?

Lemons do need a ph of between 5.5 and 6.00 ideally.
Have you checked your soil?
Ph outside this can block iron to the plant no matter how much you pump into the soil.
Leaves that are badly affected may not fully recover and you will have to wait for new foliage to emerge before your plant fully recovers.

I think the grass seems to be living all the attention. It's probably a good idea to enlarge the circle around the tree by at least anther 1 foot all around, and mulch with something acidifying like pine bark, pine straw, or saw dust.... Or maybe you could expand that gravel area to engulf the lemon tree area... Maybe plant a ground cover to transition from the grass some or clumping accent plants with similar needs. (Strawberry maybe?)
