japanese weeping whatever

We purchased this property this year, and there is a tree that one neighbour told me was a "japanese weeping something or other".
It is a graft and the stock tree has grown to about 12 feet high. We can clearly see the graft which is dead.
Any suggestions about what I could do with this tree, the stock isn't entirely unattractive, but is is waay too big (this is a small garden in front of the house with shrubbery, hostas and a pond that I'd like to enjoy). Can I prune it back or should I cut the whole thing down?

Well since the graft is dead, you no longer have a japanese weeping something or other. Now you have a stump of some nondescript stock tree. I'd get rid of it.
