Deer everywhere

Our local wildlife officers refuse to help in any way with our deer problem, and because of this, our population has doubled in the past 3 years. My neighborhood alone has a documented 50+ head of 'permanent' deer. They have been here so long, they are almost domesticated.
We have tried: human hair, cougar urine in containers that are on small posts scattered in the garden, all types of pepper, spraying them with water, putting a fence around the young plants.
Others in the area have resorted to shooting them with paintball guns, air soft rifles, slingshots, you name it. So now, we have psychedelic deer running around town, who still come right back into our gardens and tear them up.
We are looking into installing those ultrasonic deer repellers, and I'm wondering if anyone else has tried these. If so, did they work? We're looking at a $200 investment if we go with this, because we will have to buy 5 of them - one for each corner of the property and one right smack in the middle.
Would love to hear input from anyone who has used these. Right now, we're thinking of buying one as a test run, and if we get good results, then we'll go ahead and buy the other four.
