What digs small holes and eats roots of plants?

...like squash (this is the second one I've found dead with a hole next to it):

And if it's the same culprit, it ate 2/3 of my elephant garlic bulbs and one carrot. What could this be?? How can I protect the rest of the squash plants that are getting killed about 1/day now?

I'm based in NJ and I've seen chipmunks, squirrels, and one racoon (and a groundhog on the other side of town). I have a 7' fence, but critters can easily get under it if they're small.
