Butterfly larva on parsley

We plant numerous host plants for butterfly larvae. Among them are bronze and green fennel, parsley, and dill. We allow all of the plants to continue to grow even after they are no longer of culinary use. Today I noticed several black swallowtail larvae on parsley, green fennel, and on cilantro. Here is a photo of one:

I'm so jealous. I had those last year. This year I planted lots more parsley, just for them but nada.... I am hoping the swallowtails come back to my garden.
