Autumn blaze maple not growing

I planted an autumn blaze maple 3 years ago and it has hardly grown at all. It leaves in the spring and looses its leaves in the fall just fine, just doesn't grow. Anyone know what the problem may be and what I can do to make it grow?

Adding compost or manure might help but is water sitting in the area. Sometimes there are reasons why things become stunted and it usually is lack of nutrients of the plant is under stress.

The tree is planted in a low area of the backyard. When it rains, all the water from the other home's yards above us drains thru our yard where the tree is planted.

Would the tree start growing if it was replanted or planted in a higher area of the lawn?

Does planting a tree to deep stunt its growth?

Not enough information here to make an educated guess. Yes, planting too deep could stunt growth (it is also likely to drastically shorten the life of the tree) as could drought, too much water, compacted soils, lack of nutrients, circling "trapped" roots and disease.
