Help ID this citrus-smelling bush

This is one of about 20 plants forming a hedge in NC.

They bloom twice a year: spring and late summer/early fall. They have SMALL white flowers and the sweet smell of citrus (when they bloom) is intoxicating!

I need to find these babies for myself to plant at my house!

You know, I know this bush I just don't know the name. Someone help us out here.

Does it have clusters of bell-like (similar to lily-of-the-valley) flowers? Are new leaves reddish? Can it be Andromeda bush (Pieris japonica)?

Osmanthus fragrans maybe? Also known as tea olive.
