Weeping Pussy Willow - May and no leaves

I have a 3 year old weeping pussy willow tree. It has pussy willows on it, however, it is May and I don't have any leaves? The bark towards the top of the tree looks dried. I never noticed when the leaves appeared any other year, but this is the only tree in my yard with no leaves. :cry:

6/2/08 Now I have leaves growing on the bottom of the tree, but no leaves at the top, on the actual "weeping" part.

What do I do about this?

Scratch the bark with your thumb nail and if its green you are too impatient, if brown prune off the dead growth.
