wow, very interesting tree. Can you get a close-up picture of its leaves or needles?

I contacted the property owner and it is a Giant Sequoia that lost it’s top (leader) and then a new branch formed to replace the terminal leader
trees that lose their tops tend to produce more horizontal growth
so now I understand why this tree is so odd looking
