Eugenie Hedge Dying

Hi all,
I have a Eugenia hedge surrounding a house I just purchased in South Florida. Lately, the hedge has become very sparse and the leaves have lost their dark green color and are more yellow and light green now. I water the hedge twice a week for approximately thirty minutes each watering. Any help or suggestions for whats going on would be appreciated.
