We cut down our wisteria as it had split in two and was not doing well now we are getting all of these shoots coming from the underground roots. Will they do anything/bloom or should we continue to cut them down?

Welcome! It will continue to send up shoots unless you dig the roots out completely. It will grown and bloom again but you may not see blooms for a couple of years.
