Pepper Tree Infected/Dying?

There is a large pepper tree behind my house, surrounded by many other peppers trees, yet it is very brown and looks terrible. There was a fire in my area in December, though the tree did not suffer any burning.
I'm wondering if it is infected with conk or will it bounce back?
Notice how green all of the other pepper trees are around it. Thanks for any help.
