Small white things killing my shrub?

One of my shrubs in my front yard is not growing as well as the others, it doesn't spread against the siding of my house like the others, or grow as tall or as full. Today I found these little white things on it, there are all over it ranging in size.

They don't appear to be bugs, with no legs or eyes and they don't move, but they are attached to the branch and have blood.

What are they? Are they what is hurting my shrub (the other two don't have them)? How do I get rid of them?

I think they may be a scale called Ceroplastes.
That’s the nearest I can find Kyleekook.
Spray with white oil should get rid of them
Or if there are not too many and you can reach them easily. A small brush dipped in methylated spirit will do the job. Just dab each one and it breaks through the waxy secretion.
