Tree suggestions for privacy in a small California backyard?

Hi,
I'm wondering if anyone can suggest a good tree or shrub that would provide privacy in our backyard. We live in San Diego so we're looking for something drought friendly. The trees would need to be planted in a small slope that leads up to a 6 foot wood fence. Our neighbors are right behind us and their elevation is higher so they can see and we would like to create some privacy.

Oleander is an evergreen, drought tolerant, 18' tall, 10' wide, fast growing shrub that is perfect for screens (white, red or pink flowers). Emerald green arborvitae is another good screen plant and has much the same dimensions, but lacks the flowers.
