What is on my aspen tree??

I have this shiny web all over my aspen tree. it looks like there is also an orange "dust" (maybe sawdust) all over too. The other thing I noticed are all these tiny black bugs. from the looks of it they are creating the orange dust and perhaps the web also. The tree is obviously suffering as you can see how the leaves look. Does anyone have any ideas of what is going on? I had a tree guy come out and said it was canker, but I don't find anything on the internet that looks like this as canker.

any help would be much appreciated.

Cytospora canker and marssonia leaf spot most likely from what I found in a quick search. The black bugs may be taking advantage of the trees condition. I don't know what the webbing is.

I looked up the Cytospora Canker on line and all that I have found is an orange sappy goo and the bark of the tree is coming off.
My tree is not having that issue. the orange is sawdust coming form the bugs. I can see the bugs moving the sawdust around. also the bark of the tree is no affected.
