Aphids.
Knock them off every few days with a strong squirt of water from the hose. They will come back, but they're really slow. Eventually, they don't come back. Is this in pot? If so, you can move it close to some flowers that hhave small blooms so that predatory insects find their way to them! If it's in the ground, you could plants some flowers around it to attract them!
Control the ants. Ants use aphids for the honeydew that they produce. The ants in turn, manage the predators of the aphids. So manage the ants in your yard...(I say that like it's easy, but ants a real pain in my hiney!) Usually when ants are managed, aphid populations decrease.
