My Cherokee Brave Dogwood needs help!

I truly need help. The first sign of trouble was the leaves curling and getting red spots. We had a very hot summer and I saw a lot of links in regards to heat/sun and dogwoods. Then I started noticing scratches. This is now what it looks like. I don't want to lose my dogwood, but I don't know what to do at all. I don't think we have borers up here in Washington. I'm not sure what's causing this.
