Help identifying shrub and disease/pest

We have a beloved shrub on our porch that has grown tall like a tree (in Utah). It has become infested with something, and I don't know where to start. What kind of shrub is this? What kind of bug/disease is it? It's taken over half or more of the shrub, can it be saved? My husband tried spraying it once to no avail. Also, in the photos you can't tell, but the white bug-like things don't move. They're stuck on like scales. Any help is much appreciated!

It looks like scale and white flies (which often go hand in hand). This happened to my euonymous next to the porch, which I had painstakingly trained to weave onto the railing, and then this mess. So I treated it with neem (horticultural) oil spray, reapplying after every rain. I also cut it back severely (which I hated to do, but I was determined), and with patience, I got it back to health, and it is fine now.
