Creeping Juniper

All,

This is such a great forum and everyone has been so helpful. I have another question what type of ground cover is this? I'm thinking creeping juniper...I took this pic in NJ.

It doesn't exactly look like juniper to me, but it is very difficult to tell with such distant photo.

Juniper has needles, not leaves and doesn't tend to give such a smooth appearance:

You would need to give us a close up picture of the leaves or needles or whatever this has, for it to be ID'd.
